From 1 October 2026, Meta charges for most service messages on the WhatsApp Business Platform once a business phone number has sent 1,000 of them in a month. Utility messages sent inside an open customer service window are also charged now. Click-to-WhatsApp ads still come with a free entry point window of up to 7 days, so businesses that reply quickly to ad leads and do their follow-up inside that window are affected least.
This guide explains what changed, who it affects, and what to adjust in your campaigns and follow-up so WhatsApp stays a cheap, fast lead channel for your business.
What changed on 1 October 2026
Meta moved the WhatsApp Business Platform to per-message pricing on 1 July 2025: you pay for delivered template messages, and messages from customers to you are free. Two further changes took effect on 1 October 2026, according to Meta's pricing updates page:
- Service messages are charged again. These are the free-form replies you send inside the 24-hour customer service window, and they had been free since 1 November 2024. Each business phone number now gets 1,000 free service messages a month. Charges start with the 1,001st message, and unused messages don't roll over.
- Utility messages inside an open window are charged. Utility templates, such as an order update or appointment reminder, had been free when sent inside an open customer service window since 1 July 2025. They are now charged at the published utility rate.
Meta also warned that businesses without a payment method on file by 30 September 2026 would stop having service messages delivered once those messages became chargeable. If your replies suddenly stopped reaching customers in October, check Billing first.
| Message type | Before 1 Oct 2026 | From 1 Oct 2026 |
|---|---|---|
| Customer messages to you | ✓ Free | ✓ Free |
| Service replies in the 24-hour window | ✓ Free | ✗ Charged after 1,000 a month per number |
| Utility templates in an open window | ✓ Free | ✗ Charged at the utility rate |
| Messages inside a free entry point window (from a click-to-WhatsApp ad) | ✓ Free | ✓ Free (marketing, utility, authentication and service) |
Rates vary by message category and by the country code of the person you message. Meta publishes them in its rate cards, so check the current India rate there rather than relying on figures quoted in blog posts.
Who the change affects, and who it doesn't
The charges apply to the WhatsApp Business Platform, the API that businesses use directly or through a provider such as a CRM, chatbot or helpdesk tool. If you send messages through one of these tools, the change affects your bill. It matters most if you:
- handle a high volume of customer chats, such as a D2C brand answering order queries
- send order, booking or delivery updates as utility templates while a chat is open
- run several business phone numbers, since the 1,000 free service messages are counted per number
- use Meta's AI agent on WhatsApp. Meta Business Agent messages became a separate category on 1 July 2026 and are priced per token, even inside a free entry point window
If your team replies from the WhatsApp Business app on a phone and doesn't use the Platform, Meta's Platform pricing pages don't describe your setup. You still need everything else in this guide: fast replies, clear follow-up and honest lead tracking.
The free window after a click-to-WhatsApp ad
A click-to-WhatsApp ad is a Facebook or Instagram ad that opens a WhatsApp chat with your business. For Platform users, these ads carry an extra benefit that survived the October change: the free entry point window.
According to Meta's pricing documentation, it works like this:
- Someone taps your ad on the WhatsApp Android or iOS app and messages you. Desktop and web WhatsApp don't qualify.
- Your first reply must go out within the 24-hour customer service window. That reply is free, and it opens the free entry point window.
- The window can stay open for up to 7 days. During it, marketing, utility, authentication and service messages to that person are all free.
💡 What this means: a lead from a click-to-WhatsApp ad gives you up to a week of free follow-up, but only if someone replies within 24 hours. A slow first reply now costs you money as well as the lead.
The window is shared across all messaging accounts sending from the same business phone number, so a CRM and a chatbot on one number don't each get their own.
What to change in your setup
Work through this list with whoever manages your ads and your WhatsApp tools:
- Confirm billing. Make sure a payment method is on file in Meta's Billing Hub for every WhatsApp account, so replies aren't silently held back.
- Reply to ad leads within minutes, not hours. Set up an instant first reply that asks one qualifying question, and give a named person the job of taking over the chat. The first reply has to land inside 24 hours to open the free window.
- Do the selling inside the free window. Send the brochure, price list, catalogue link or booking slot during those 7 days, while messages are free. After the window closes, every template costs money.
- Review your utility templates. Order and booking updates sent in an open chat now cost the utility rate. Keep the ones customers need, merge duplicates and drop the rest.
- Watch usage per phone number. If one number regularly passes 1,000 service messages a month, check whether all of them are needed, or whether the extra cost is worth it for the sales they bring.
- Use the right campaign objective. In Ads Manager, choose a messaging destination of WhatsApp so the ad opens a chat. Meta recommends running these ads for at least seven days.
- Tag every chat by source. Use labels or your CRM to mark which chats came from ads, so you can see which campaigns produce real sales and not just conversations.
Counting messaging in your cost per lead
Most businesses judge click-to-WhatsApp campaigns by cost per conversation in Ads Manager. After October, that number leaves out part of the cost. A fairer measure is:
💡 Cost per qualified lead = (ad spend + WhatsApp messaging charges + tool fees) ÷ chats that met your qualifying criteria
Track it for each campaign for a few weeks. You may find that a campaign with a higher cost per conversation brings people who are ready to buy, and needs fewer paid follow-ups to get there. Better targeting and clearer ad copy that sets expectations reduce time-wasting chats, which now cost more to handle. Our Meta Ads funnel guide covers how to match the offer to where the buyer is.
If you sell online, compare WhatsApp leads with your other channels too. Our Google Ads for ecommerce page explains how we compare search and social on the same terms.
India: the INR billing deadline
There is a second date for Indian businesses. Meta launched billing in Indian rupees on 1 January 2026 for eligible businesses and solution providers whose Sold-To country is India. Eligible accounts must move all their WhatsApp messaging accounts to INR by 31 December 2026. From 1 January 2027, Meta says it will stop delivering messages from non-INR accounts of eligible customers.
If you pay for WhatsApp through a provider, ask them now whether your account is eligible and when they will migrate it. Don't leave it to the last week of December, when a stopped account would block replies to every ad lead.
Meta also raised the India marketing message rate on 1 January 2026, according to the same pricing updates page. If you send promotional broadcasts to past customers, compare their cost with retargeting ads before planning festive or year-end campaigns.
How we run click-to-WhatsApp campaigns
Click-to-WhatsApp ads are part of our Meta Ads management service. We start with an audit of your current campaigns, WhatsApp setup and tracking. Then:
- we set up tracking so each chat is tied to the ad that started it
- we write the ad copy and the first automated reply together, so the conversation picks up where the ad left off
- we agree a follow-up plan with your team that fits inside the free window
Campaigns are optimised every week, and you get a clear report on chats, qualified leads and total cost. For local businesses, we often pair this with local SEO so people who find you on Google Maps can message you too. Get a quote for your business.

Partly. On the WhatsApp Business Platform, messages from customers to you are free, and each business phone number gets 1,000 free service messages a month from 1 October 2026. Template messages are charged, except inside a free entry point window opened by a click-to-WhatsApp ad.
Up to 7 days. It opens when you reply to the person within the 24-hour customer service window, and it only applies when they messaged from the WhatsApp Android or iOS app.
A free-form reply you send while the 24-hour customer service window is open, such as answering a question about a product or a booking. Outside that window you can only send approved template messages.
Eligible businesses and providers with India as their Sold-To country must move their WhatsApp messaging accounts to INR by 31 December 2026. Meta says it will stop delivering messages from eligible accounts that haven't moved from 1 January 2027.
For many local and service businesses, yes, because follow-up inside the free window costs nothing extra. Judge them on cost per qualified lead, including messaging charges, rather than on cost per conversation alone.
